Similarly, the local assemblies and committees of the Party, elected by the former, are the leading bodies of the Party at the local level. 95 The Congress of the Party elects its Central Committee and the Central Commission of control and discipline. During the interval between two Congresses the Central Committee directs and represents the Party abroad.

The administrative chief of a locality, normally assistant secretary or permanent member of the committee, is subordinated to the decisions of the committee of the abovementioned group. It is not rare that a secretary or his assistant cumulates governmental functions. The management of the cadres constitutes one of the means used by the Party to concretize its management of the state. This means the nomination, the revocation, and the current management of the cadres: training, recommendation, assignment, evaluation and control.

93 First of all, as we have already seen, the Party functions on the basis of democratic centralism, which is the organizational principle of the CPC. This principle requires that the Party members subject themselves to the Party organization, the minority to the majority, the lower rank organizations to the higher ones, the organizations and the members of the Party to the Congress and to the Central Committee. Furthermore, the statutes attribute to the Party the role of being the avant-garde of the Chinese working class, the Chinese people and the Chinese nation.
