Although efforts had been made for over a century to create a modern system of schooling, only limited progress had been achieved by the end of World War I’ (Szyliowicz, 1996, p. 285). This is a highly debatable point; the side one takes on this question depends entirely on what baseline one accepts for measuring the ‘progress’ of the Ottoman educational effort.
Of course, demagogic politicians are not confined to Turkey. Perhaps demagogy and democracy are twin brothers. But a twin brother can be kept in check. Increasing knowledge of the world, coupled with the experience of failed promises, sets a limit to political con men – and the Turkish electorate, like all of us, is learning. I would also argue that the emergence, and at times the exacerbation, of the conflict between secularists and Islamists, and the problem posed by the spread of Kurdish nationalism, are part of the price Turkey is paying for its adoption of liberal democracy.
Tony Blair has done well to include a biography of Atatürk in his holiday reading. I hope he found it both instructive and enjoyable. Of course, there are problems a-plenty in the republic Atatürk founded. These problems derive largely from the population explosion – inevitably in the least-developed parts of the country – from demagogic policies pursued by politicians over the last fifty years, from changes in the outside world. As Atatürk saw it, the task in Turkey is to catch up with the most highly developed part of the world.
