Second, although Asquith kept Kitchener in office because of his popularity with the public and the King, the Prime Minister stripped the Secretary of State for War of his responsibility for munitions. But both sides were exhausted and bloody, and by the middle of September the three armies had stumbled to a halt in northern France.
