In 1923 one member, dissatisfied with the IOJ’s effectiveness in this area, insisted that the body should take a cue from other professions: we must do as they did before they got the right to control the entrance to their callings ... build up the right spirit and set the right standards ... Later no doubt we shall ... insist on entrance qualifications, just as other professions have done ... 13 The problems of sensationalism, intrusions into privacy and inaccuracy led in the 1930s to an attempt by the IOJ to introduce a state register of journalists.
A high level of job mobility, common amongst journalists in the nineteenth century, may have contributed to the perception of journalists as unsteady characters. 8 Whilst these and other factors continued to contribute to the unstable self- and public perception of journalists into the twentieth century, by the mid-nineteenth century, parallel with the changes in law and the size of the industry, there is evidence that journalism began to improve in status. ’ In London the growth of West End clubs, where aristocrats and businessmen, politicians and professionals could mix, provided a forum through which journalists could become more widely known and their craft more socially acceptable.
