Equally, North American or European notions of empowerment may clash with Indonesian values of harmony and loyalty, which say that upsetting the whole for the sake of the individual is counterproductive.

A good example was the cultural overhaul undertaken by the biological and chemical giant Ciba in the wake of its expansion into mainland China in the 1990s. By the end of 1995, at the point where it merged with former competitor Sandoz, the corporation’s operations had expanded to the point where Ciba-Geigy (China) Ltd, the umbrella operation in China, was providing the focal point for about 13 joint ventures, cooperative agreements, and wholly owned companies. Earlier in the decade the company had been engaged in a systematic campaign in its European home territories to change the culture of the organization from being hierarchical and paternalistic to having a work style based on ‘‘directed autonomy and empowerment,’’ leadership and teamwork.
