The geometric design basis for minimum length of crest vertical curvature is to provide the minimum stopping sight distance for the combination of grades and design speed. Sag vertical curves are normally designed so that the curve does not restrict the distance of roadway illuminated by vehicle headlights, which would reduce stopping sight distance at night. TRB SR 214 makes the following recommendation with regard to vertical curvature and stopping sight distance: Recommendation No. 8: Highway agencies should evaluate the reconstruction of hill crests when (a) the hill crest hides from view major hazards such as intersections, sharp horizontal curves, or narrow bridges; (b) the average daily traffic is greater than 1,500 vehicles per day; and (c) the design speed of the hill crest (based on minimum stopping sight distance) is more than 20 mph below the running speeds (85th percentile) of vehicles on the crest.
