The government, and particularly NASA, has a role to play in developing and disseminating new technologies. The National Aeronautics and Space Act of 1958 directs NASA to preserve the role of the United States as a leader in aeronautical and space science and technology. 11 As discussed in the preceding section, the government civil space program and its partners in the commercial sector have a track record of demonstrating that sound investments produce tangible products and capabilities downstream.

However, humankind, by virtue of its numbers and its use of energy, now threatens the planet that supports its very existence: for example, by affecting climate and exhausting resources. Proper stewardship of Earth is thus an urgent responsibility of all people.
