An important barrier is that current regulations, codes and standards do not adequately reflect real world use of FCs and hydrogen technologies, and that they are not harmonized between countries. As market forces alone cannot overcome these barriers, technology push, as well as regulatory pull measures, including tailored and timephased policies and incentives that target public and private market actors, are needed to bridge the transition to self-sustaining fuel cells and hydrogen (FCH) commercial activities.
